Saakshya Position Paper 1

Agent identity for India: a position paper

Version 0.1 · Published · 12 October 2026

Abstract

AI agents have started to send requests to banks, hospitals and tax offices, and the office that receives one usually has no way to check who sent it or what it may do. This paper describes that problem with invented Indian examples, explains why identity systems that stop at a company's walls leave the gap open, and sets out the principles, roles and headline lifecycle we'd like a shared agent identity for India to follow. It covers how that fits beside W3C credentials, MCP and A2A, what we understand about the Digital Personal Data Protection Act, how we plan to govern the work, and the questions we haven't answered. It is a position, written to be argued with.
